If it were me I would go with an LMG like the M249 and the swat shield attached to the off hand forearm. That to me would be reasonable and fill the role he is going for.

Um NO, as I stated the shield would be attached to the off hand forearm leaving two hands to hold the M249 SAW. The SAW comes with a sling that takes most of the weapon's weight... I should know as it was my issued weapon for a year. The SAW is usually fired from the hip unless prone (when prone you use the bipod). I have fired it shouldered but it's not something you would want to do for a prolonged time. Each standard Drum holds 200 rounds. in total 7.5 kg (17 lb) in weight (10 kg (22 lb) including a 200-round belt and plastic ammo box). 

22 LBS is heavy but manageable. A Threat Level IIIA Ballistic shield run around 16 lbs(You can even get a smaller shield for 8.5 lbs.). Totally doable IMO for Fictional Troll that basically starts at almost the STR maximum for the human upper limit. A troll can go to almost twice the STR as a human unaugmented, and that's just with today's technology. In the future weapons and armor are only going to get lighter.

True but I don't think it would be impossible to customize a ballistic shield to work like a buckler.

To the point, there are no rules that restrict any weapon from being used one handed.

So, it is mechanically possible to allow someone to dual wield heavy weapons, battle axes, assault rifles, sniper rifles, etc.

Does it make sense? Not really, but does it matter? Also not really. Splitting the dice pools, off hand penalty, the world's hardest time passing any concealment tests, makes it less than optimal anyway.

Eh, I don't really care for the notion that a character is basically doing nothing in a run unless and until you need the metahuman equivalent of an Abrams entering the fray, but if the player is fine with it, who am I to complain (except I wouldn't be surprised if the player is fine "doing nothing" in the abstract and will really hate it after a few runs in which he does basically nothing).
Playability > verisimilitude.

We used to have a player exactly like that. Would show up, get his dice and sheet arranged, and then bust out Fruit Ninja or Angry Birds on his phone until he heard the magical words "Roll for Initiative".

I say used to b/c he eventually realized the rest of the group was rather cerebral and enjoyed the story side of the game instead of the "how many dice can I roll" side.
