Gremlins wouldn't be much of a problem for a gun adept or streetsam with 20 dice though. Odds of ever having a drawback for cheaping out are incredibly low.

For a gun, it's probably not as great an idea, true.

Some of my basic 20% reduction ideas are where my gut is leaning, but I am still interested in hearing other viewpoints.

Then be nasty and make it -1 per 5% discount.  A gun bunny will still worry about rolling 6 ones on 20 dice.
