In Dunkie's will he gave several people, who I found were Watchers, land and other things. What did they do?

They were the bigger players in Dunkie's worldwide spy network, including people in many megas, most countries, and definitely the shadows. One of his Watchers, SilveryK, was a sysop in the Denver Nexus.

The benefit they had before Dunkelzahn died was that no one knew the group existed. Once it was outed, it became a target of every group that exists to disrupt or destroy foreign spy organizations. That was two decades ago, and not once has there ever been a mention of anyone (Daviar/DF, Ghostwalker, the Free Watchers) expanding their ranks since Dunkelzahn died.

Doubtful.  How many field agents does the CIA have -- and how many contacts do they have?  Not everything gets written down, and someone you may not think of as being an asset may be the one you need right at the moment.

Some of the watchers went with Daviar and the DF, others have gone with Ghostwalker. Some went independent. But Daviar and GW are both doing what they can to expand their spy networks.

Probably fewer than one might imagine. I remember seeing a reference to Argus (MET2000's military intelligence arm/subsidiary) claiming to have 10,000 agents and laughing my ass off. The insinuation being that by agents it actually meant officers. I'm not sure that the CIA has had 10,000 officers in its entire history. That was actually something that got sufficiently muddled as corporate bullshit in War! for me to approve of.
