It looks like the GM's chair is sliding back round my way and I'm thinking it would make a good initial city... fairly well known in real life, but not chock-a-block full of stuff in SR. Or so I think. Where do I look to find out more about Baltimore?

Ares Arms is HQ'd in Baltimore.  FDC doesn't quite include Baltimore, but you can read about it in NeoAnarchists Guide to North America and Shadows of North America.  There might be something in Target: UCAS.
