So my groups troll is a monk from an all troll monastery
He took:
Uneducated and Incompetent: All skills but Close Combat Group, Dodge, Athletics Group, Stealth Group, Outdoors Group, Escape Artist, First Aid, Knowledge (Philosophy), and 3 Language skills.
And in return instead of 50billion BP, I raised the max on his mental attributes to 6 and made wisdom 2/7.
I run tight games 200BP you Earn! the rest, and if you die you only get 200 to make a new char. (karma curve to balance it out)
This guy is not  a Min/Maxer in the slightest.

It is a fun idea, a Troll in the Big City sort of idea. (he comes from an all troll society)

Problem is when it comes to swords/bows/adept powers ect he is both ridiculously powerful and very very flat at the same time.

Are there any Martial Arts books from 4e, other things that could spice this troll up.

Also: are there any variations on arrows that might be useful?

Look in Arsenal for both MA flavor and trick arrows like stick & shock

My personal favorite melee weapon has always been the Victorinox Smartstaff, as its a swiff army weapon that turns into whatever you want. But if we're talking improvised weapons for a Troll Monk, I've always been a fan of the Metahuman Body entry in Arsenal.

Someone needs to stat that thing, pronto. Obviously a special kind of Rocket/Missile.

Perhaps an opposite version of an Anti-Vehicle Missile, as its obviously Anti-Personnel. 16P, -6/-2 AP, no blast, 20F Avail. Deals only 8P vs. vehicles.

In SR4, there are allready stats for a mono chainsaw.
Use these. And simply give them indirect fire capability and a Reach of YES(100,200,400,800)
