Hello, I am very new to Shadowrun. In fact I have not played my first game yet.  But I have wound up GM.  I've heard that Missions is a "Living" game, with prewritten mods.  Is this so?  If so, what do I need to do to get a group started playing missions?

Welcome to the Missions campaign!

Probably the first stop should be http://www.shadowrun4.com/missions/, the SR4 Missions site.  There you'll find the background and the Missions FAQ, which outlines some specific rules for the Missions campaign.

Then, the Missions themselves are available on DriveThruRPG.com (http://rpg.drivethrustuff.com/index.php?cPath=4820).  (At least, that's where I buy mine...I think they may be available in a couple other places too.)  Both Season 3 and Season 4 are there.  (Season 4 is the current season.)  The ones there labeled SRM 04-0X are Season 4, the rest are Season 3.  Each mission costs $3.95, and comes as a ~30 page PDF.
Guiding principle for game balance:  Players avoid underpowered stuff and flock to overpowered stuff.
