I was starting to work on a new character for a 5e game, when I noticed that Redundancy in Herolab is labeled as P, but Chummer5 and the book label it as Sustained. Trying to find if there was some reason herolab would have it permanent

Unsure. Hero Lab has not updated any of the Shadowrun data files in years, so it may have been a mistake that never got corrected.
