Again, you don't "attach" PPP armor to any particular armor set.  You just wear it.  It's like wearing sports gear.  It adds protection to whatever you happen to be wearing, even if you have FFBA under your jersey.

Though it's easy enough to just carry the hood and gloves in your pocket and pull them on if a firefight starts.
