Of no fixed Address Whisper gets by day to day living in Luxury Hotel rooms, vacant house, unused Air B&B rentals, and empty time share condos. Not that she pays for any of it. Whisper will hack your commlink and run through your personal data and ask "why haven't you called your mother back?" before she shakes your hand. The Matrix is full of things to take, and if people don't want it taken they should do something about it. On a run if Whisper actually gets quiet, it's gotten serious. Violence and mayhem are preferably used for escapes and distractions.
Note: Whisper is a lot like Brooke from Orange is the new Black, just replace the hippy-dippy stuff with a stream of technobable and things you thought were private. Throw in a splash of Tiny Tina from Borderlands and you get the idea.
