The rules seem to say this is totally possible... Am I right? or did miss something?

Might want to use higher rating Commlink though, or Decker/Tecnomancer could ruin your day...

[spoiler]FORM FACTOR
The form factor of a commlink is the physical shape of
the device. The standard form factor for a commlink is a
small, flat, rectangular object about fifteen centimeters
or so long. Commlinks are also available in non-standard
form factors at a slight premium. The most popular
non-standard form factors include articles of clothing,
pens, glasses, pocket and wrist watches, purses,
hats (fedoras are in fashion for both genders), canes,
knives, and small pistols.
If you want a commlink in a non-standard form factor,
add 2 to the commlink’s Availability and 20 percent
to its cost. If you want to integrate a commlink into a
weapon, add 4 to the commlink’s Availability and 50
percent to its cost—it’s a bit trickier to install a commlink
into a weapon in such a way that it won’t be damaged
by normal use. In either case, you still have to cover the
cost of the form factor separately, if applicable.
For examples of some non-standard form factors,

Weapon Form Factor +4R +50%

Add a Module: You can hardwire a cyberdeck module
into a device. You need the module you want to add
to the device. Most devices can only have one module,
although cyberdecks can have two—one in the normal
module slot, and the one you hardwire in. Hardwired
modules follow the same rules as normal modules (p.
64). This requires two packs of parts.

SELF-DESTRUCT
This module is 98 percent explosive material by weight.
When your deck detects a specific pre-determined
condition (chosen by you), the module explodes, turning
your cyberdeck into a fragmentation grenade—see
p. 435, SR5 for all the mayhem that causes. The deck,
of course, is completely unrecoverable, meaning maybe
don’t put one of these into a Fairlight Paladin.[/spoiler]

The rules also say that any device can take the persona modification, making Sleaze 3 stealth tags for hacking purposes possible.

From a purely RAW perspective, you're absolutely correct, however, I wouldn't expect GMs to necessarily agree with RAW...

ETA: I actually get a lower price, as the rules for the form factor only adds to the cost of the device, not the cost of the weapon.

So, the cost would break down as follows:
Commlink: Meta Link: 100¥, Avail -
+ Weapon Form Factor: +50¥, Avail +4R

Form Factor:
Ares Monotip Arrow (Rating 10): 300¥, Avail 8R

Modification:
Add a Module: 500¥, Avail -
Self Destruct Module: 200¥, Avail 12F

For a total of 1150¥ at an availability of 12F, though each separate part would likely have to be appropriated and assembled by hand given the rather unique nature of this object.

Use the prepaid commlink from Run Faster instead, it only costs 20¥.

Prepaid Commlink is only going to reduce the price of Arrows by 120¥, if you could do it at all, which I personally would not allow if I was GM. You would probably be best off Using at least DR3 Commlink anyways, hacker detonating your Commlink while it's still in your possession is going to ruin your day.

You're better off slaving it to your pan. Device rating is irrelevant by then. Besides, turning on wireless is a free action, and if you are worried about getting hacked, why not set the triggering condition for the blast to a threshold foe the commlink gyroscope? Firing an arrow from the bow produces a MUCH lower peak force than the impact when hitting the target.

I'd argue that turning wireless on is actually a Simple action unless you have a wired connection to the item in question (neural interface may apply if the item is cyberware, for example, and the character has a datajack)

A character may use a Free Action to activate, deactivate, or switch the mode on any device that he is linked to by a direct neural interface through either a wired or wireless link. This includes activating cyberware, changing a smartgun’s firing mode, changing a smartlinked shotgun’s choke, deactivating thermographic vision, switching a commlink to hidden mode, turning a device’s wireless functionality off, and so on.
If your equipment is in Wireless off mode and you don't have a wired link then you it is not a linked item, and so the rules for changing non-linked devices apply.

This seems to be further supported by the fact that you can change ALL of your gear to wireless OFF with a free action.

I hear you. Still, that can probably be circumvented by having the commlink arrows register when drawn from the quiver and then turning on wireless. But I'd stick to inertial triggers nonetheless.

That still seems risky.. besides, what if you want to shoot an arrow and wait to detonate it. (Like wait for guard to go past.)
