An interesting thing to note:
The US Dept of Defense language proficiency test rates government (to include military linguists) on a scale of 0-5. A linguist who scores a 2 it's consisted professionally proficient, with incentive pay. A 1 is 'get around the streets' At 3, we're getting into technical/academic jargon. Native speakers with high school educations tend to top out at 3.
4s and 4+ are your PhDs in various fields and 5s are your academics who have studied the language itself.
Anyway, not directly useable, perhaps, but it's an interesting bit of (useless) information. :-)
