So Clem's surprise roll stands at 14. If she gets a bonus from her perception, then I'll roll the extra 3 dice or Crossbow can do it, whichever is easiest

Is that room connected to a fire escape? Is there a way for Clem to come in from the back and get the jump on our sniper?

Clem is smart enough, and knows enough about buildings (from security design) to be very confused by all this about a fire escape on this building.  It is too low and there are two points of egress for the residents, the staircases.  It just doesn't make any sense.

So the layout doesn't make any sense and there is no way for her to come from behind the sniper? Sounds like she will have to throw in a flash bang hrenade before storming the front. Hopefully the sniper isn't prepared for that. Is there any way Clem could have seen the layout of the room where the sniper is hunkered down? Either through Sam's visual feed (if he has one), structural plans Snow could have pulled up from the matrix, etc.

The room layouts are identical, and you have been in one so you know it.  What doesn't make sense is Torley's comment about there being a fire escape, but there could be a ladder of some kind back there, that being said, he will have moved by the time either of your characters reach the back, and you won't get this lucky twice.
