As a player, I think we should either kill or completely incapacitate the mage. If he is down, then Clementine will shoot a few shock rounds until he passes out before attacking the sniper, if it's all the same to everyone.

Neither Snow or I would have a problem with that.  The guy just threw a huge fireball into a crowd of civilians, which is why Snow shot at him.  Snow will really want to go help the people in the street.

Alright, then it's settled. Clem will just unload on his body (and by the looks of it, he's already dead, but just for good measure) and not bother switching to non-lethal ammunition.

Snow looks over at Clem as the mage in the hallway bleeds out.  She does a quick scan for the opponents' tags.  "What is our play?  Some of those people down there will need some help, but I am backing whatever you say.  It appears that the mage is down and we know the location of the sniper.  The tag for the rigger has not moved since this started and that has me a bit worried.  He might be in VR directing the last of those drones of his."

My understanding is that the mage had left the room and was standing just at the stairwell when he drained himself and fell.  Then at least on of Snow's rounds hit him and he is down and bleeding, but still near the stairwell.  Is that correct or incorrect?

The only discrepancy is the stairwell proximity.  The mage came out of his room to throw the fireball,  but only as far as the railing in front of the room.  That is where he died.  There is no need to check him, if yours or Clem's shots didn't kill him, he will bleed out soon enough, and the tag kind of faded as he did.  I would also point out, any real investigation of him will mean exposing yourself to fire from the sniper.
