Clem will just continue towards her target, following directions from Snow.

To be honest with you, I'm a little lost as to where she is heading. I know she's going in a building, but I'm not too clear on what kind of building it is/what the general layout is. She will try to get there as quickly as she can while trying to keep any element of surprise they might have (meaning when they get close to where Dnow tells her their mark is, she will slow down and try to be quiet while taking out her SMG).

I'm pretty sure our characters wouldn't be mistaken for KE, especially Clem with the look she has. But in any case, it wouldn't hurt to ask them info about our targets. Worst case scenario is they know nothing.

Actually I am the one slowing us down, this new job is kicking me in the butt. 

Thvor, depending on what it is exactly you want to do is what will determine what you will need to roll.  Are you turning your link back on to try and get to the signal, Or just surreptitiously checking windows on the third floor? BTW, you have not left anything behind, this floor's hallway/balcony is just as open as the second, although there is chainlink here for a modicum of safety.
