May be not a movie, but as TV show: Leverage.

Some of the posters mentioned this a little while back so i got the seasons and I really like it. Maybe not Noir or Cyberpunk, but a Pro-Group of Thieves pulling exceptional heists.

I highly recommend!

Unfortunately, most games I've seen start like Ghost in the Shell and end up a lot more Lock, Stock, and Two Smoking Barrels.

As a follower of neither movie, what exactly are you saying?  They start out stealth and end up run-and-gun?

Starts with carefully laid out, almost para-military, operations using high tech equipment with a spec-ops level of professionalism... Ends with total SNAFU leaving a dozen or so dead of their own idiocy or plans that backfired, and the players close out the mission sitting around a table in a bar having barely made it out alive with little to nothing to show for it. Meanwhile, someone else is benefiting greatly from the events.

The Dirty Dozen, more of merc-ey feel, but it plays out like a shadowrun.

Aeon Flux and Ultraviolet, while 'slightly' over the top, have a bit of a shadowrun feel to them. And I'd add Enter the Dragon to the list.
