Pilot is a how a specific drone operates, you can't just copy a fly spy's r6 pilot into a steel lynx and have it working. What pilot would do is allow it to use the autosofts loaded onto it to a higher level of efficiency than something with a weaker pilot. So the drone uses pilot to walk and do all tasks. As it says in the maneuver description the drone will use Pilot + Maneuver when driving a vehicle. The drone would sit in the drivers seat, it would act just like a person and fly/drive/pilot the vehicle in place of a living person. This allows you to have something with you that can drive anything you come across.
Actually, that portion I emphasized isn't quite correct. The drone will use pilot + maneuver to maneuver itself - the vehicle in which the pilot is installed. You keep carefully ignoring AR 103: Pilot Capabilities.

The final determination of whether this works will be up to your GM. Some will absolutely forbid it. Some might let you do it as fully as you suggest. I've already indicated I'd allow it but that the allowance would be severely restricted.

Ok, sorry for the confusion now I am tracking. At that couldn't you then say get a copy of a maneuver program for a specific vehicle otherwise you suffer the negative. If you have an autosoft modified by your hacker that works the same as a "Pilot Watercraft" using the basis of a drones Pilot and the Maneuver autosoft. Pretty much jack into a boat with a good pilot and maneuver, copy it all and modify it to run as another autosoft and load that to a drone you take with you. But then thinking along that give a smaller drone hacking capabilities and have a dual pilot (Running Windows and Linux on a system) load on it so it comes up, hacks the vehicle and take control.
