There's a debate in my gaming group - do you have to be within mutual signal range to control a drone, or do you and the drone both have to be within signal range of the matrix?

Both are options. You can be in signal range of the drone directly, or you can control it through the Matrix. Unless you are unusually far away, there's noot much functional difference (If very far away you may be subject to penalties due to latency; I think you have to be hundreds of miles away before that matters)

Yeah, for most purposes a Rigger in an urban area won't need a Signal Rating above 3-4.

HAVING a higher is nice, you never know when a 'run is gonna take you to a no-Matrix area like a jungle, but keep it turned down to the minimum needed otherwise. Might attract unwanted attention.

This makes me wonder.. is there anything like the FCC in Shadowrun? Who gets to deiced what parts of the spectrum you get to use? Who gets mad if you start broadcasting at 110MHz with five terawatts?

You can't slave a device unless it is in mutual signal range.  That can be a concern.

Also, you do know we have a rules subforum for discussing, ya know, rules.
