I'm GMing. My first campaign ever mind you but I'm gonna do my best. The setting will be in a series of alleys in the Seattle.
The Alleyland. In the middle of a underground lab in the Seattle sprawl a small but well funded but unknown Corp lab began developing specialized grenades for the UCAS special forces... the research was lost but we DO know that at some point on Feb 20, 30 years ago, a massive explosion started the great Seattle fire. When the fire was finally put out a massive plot of black ash covered the streets and hundreds of thousands died. The remaining survivors returned to a desolate waste. Burned buildings and the open roads left to ruin. With the Corps trying to cut their losses in the area the place was left the as a ruined area doomed to its fate. Gangers stepped in and took over their own sections. A home militia attempted to fill the void left by the police. And for 30 years work was scarce and the neighborhoods were dangerous... then a wealthy young philanthropist named Simon Alswel decided to do something about it. He raised 50,000,000 million to begin repairs. Locals began to hope. It finally looked as if things were for the better. Repair crews came in. People started to find part time work... Then Simon was found in his office. Dead. Someone killed him. The only clue was the file on his desk. Someone attempted to destroy his repair plans. But had to leave before finishing. His grieving widow took the repair funds and his own fortune and offered a 80,000,000 UCAS dollar bounty on the identity of the killer. The money the Alleylands needed. The local leaders have called a meeting. They need the money. And while they may be poor and underfunded they aren't helpless. And while it may seem like an impossible effort they have decided the only course of action is to attempt to solve the murder. But that means sending people into dangerous parts of the Alleyways. Bad people moved in. Gangers and drug lords rule sections with a iron hold. And not everyone was sad to see Simon die... but the shadows beckon. And it's time for the extraordinary to rise to the occasion. For the sake of the Alleyway or their own wallet...
