Did we ever get clarification on this?
Nope.

At my table we do it like this:

If you have FA mode and want to hit multiple people you select a triangular area projecting from you outward up to a distance of your choosing, up to the maximum range of the weapon, with a width of 10 meters at its end and a height of 2 meters (a frontal cone attack). Then you make an Automatic + Agility [Accuracy] Test, including bonuses for smartlink, laser sight, tracer rounds, and other gamemaster-approved modifiers, and record the hits. The area attack lasts until the end of the Combat Turn as long as you don't move or commit to any other action (so you can choose to end it early if you like).

Anyone (friend of foe) in the fire zone takes a dice pool penalty to all actions equal to your hits. Anyone who is in the area (but not behind cover or prone), or who moves into or out of the area before the end of the attack, risks catching some flying lead. They must make a Reaction + Edge Test (+ any dice they may get as a result of choosing to use Full Defense) with a threshold equal to the hits scored by your attack. Note that in the test, they use their full Edge rating, regardless of whether they have have spent points during the session. If the test fails, they are hit hit, suffering damage equal to your weapon’s base Damage Value modified by any special ammunition being fired.

Everyone in the area who remain behind full cover or drop prone are not at risk (though they suffer the normal modifiers for being prone; see Melee Modifiers, p. 187, and Ranged Modifiers, p. 173). They may choose to avoid rolling and use their Free Action to go prone and avoid getting hit. Someone that does not have a Free Action remaining may use the Hit the Dirt Interrupt Action and go prone instead of getting hit. Any one who stands up or moves again before the attack stops must make a test to see if she is hit.

According to the Firing Mode Table on p.180 the attack cost 20 bullets and does not cause Recoil.

All this is RAW and covered in detail on p.179 and p.180 under Suppressive Fire.

If you have BF mode and want to hit multiple people we use the Fire Long Burst complex action on p.167.

Select two individual targets that both have to be at maximum short or medium range from you (according to the Range Table on p.185). The targets does not have to stand next to each other since you are basically spending a simple action to point the weapon at one target, pull the trigger once (which will fire 3 bullets in rapid succession on the same target) and then you spend a simple action to point the weapon on the second target and pull the trigger once again (but all this is done as one complex action and count as one attack action).

You calculate modifiers (Remember the effects of cumulative recoil when Fire Long Burst) - Then split your Automatics + Agility dice pool in two. Each target is attacked by a 3 bullet Burst Fire attack that deal your weapon's base DV modified by any special ammunition being fired and according to the Firing Mode Table on p.180 take -2 to their Defense test. Resolve the action as two separate (Automatics + Agility) / 2 [Accuracy] v. Reaction + Intuition Tests.

You need an Automatics skill of at least 3+ in order to attack two targets in the same action phase like this. According to the Firing Mode Table on p.180 the attack cost 6 bullets.

...and if you have SA mode and want to hit multiple people we use the Fire Semi-Auto Burst complex action on p.167.

Select up to three targets that all have to be at maximum short or medium range from your (according to the Range Table on p.185). The targets does not have to stand next to each other since you are using the same complex action to aim at three individual targets -pulling the trigger once on each target.

You calculate modifiers (Remember the effects of cumulative recoil when Fire Semi-Auto Burst) - Then split your Weapon skill + Agility dice pool in three. Each target is attacked by a 1 bullet Semi-Automatic attack that deal your weapon's base DV modified by any special ammunition being fired and according to the Firing Mode Table on p.180 does not take any negative modifier their Defense test. Resolve the action as three separate (Weaponskill + Agility) / (Number of targets) [Accuracy] v. Reaction + Intuition Tests.

You need a weaponskill of at least 5+ to attack three targets in the same action phase using this attack. According to the Firing Mode Table on p.180 the attack cost 3 bullets.

Does the Multiple Attacks free action allow you to attack one target twice in a single action phase, or is it always applied as attacking multiple targets at the same time?

Multiple targets at the same time, not one target twice.

A quote from Aaron from the SR5 FAQ thread. He's a freelancer, so this is probably going to be the official FAQ response.

(Hooray for thread necromancy!)

Hey folks, I just asked Jason Hardy about this clarification. It didn't make sense to me that you could take multiple attacks but only at multiple targets.

Specifically, I asked "Using the SA Burst Fire Complex Action with the Multiple Attacks Free Action, can I attack the same target twice with the same weapon?" His answer was "Yes."

Of course you can attack the same target with a SA Burst.
You don't split the dice. Target get a negative dice pool of 2 dice.
You sure he didn't miss-understood your question...?

The big question as i see it is "what happen if you wield a firearm in each hand and fire both at one target".

If you fire both at different targets you add the multiple attacks action and split the pool.
straight forward.

But against a single target....
do you still take the multiple attacks free action and attack the target twice, once with each weapon (i think this would be a good benefit for using dual wield)
Or do you attack the target once without splitting pool and target get a negative dice pool of the combined number of bullets from both attacks minus 1
- but that raise questions like "what accuracy will your attack be limited by" (maybe the accuracy of the worst weapon)
- "and what base damage value will the attack use" (maybe the damage value of the most damaging weapon)
Or are you not allowed to attack one single target with two weapons (but if attacking two different targets with two different weapons is OK then I don't see why attacking one target while pulling the trigger of both your weapon should not be OK).

Well I *did* specify that it's not only using the SA BF complex action, but also the Multiple Attacks Free action.

So I believe that means there's two ways in which it can be done.

1) SA BF complex action - > fire 3 rounds and the target takes a -2 penalty to their REA+INT roll to avoid getting hit
2) SA BF Complex Action + Multiple Attacks free action (splitting dice pool evenly between the attacks) -> Fire up to 3 rounds and roll individually on the attacks and apply each hit with its own damage roll.

Regarding the query in your last post, I cannot speak with any authority as I didn't ask Jason about that situation. I just wanted to pass on his response to me on account of the semi-official tone of the post I quoted.
