Does "Target Device" require an RCC for sharing targeting info?

The introduction to the new matrix actions in R5 says you don't have to be a Rigger to use them, however in the Target Device write up it specifies that only things slaved to your RCC can get the bonus from your Target Device successes.  I always thought that the definition of  a Rigger was pretty much 'controls drones through an RCC,' so I was wondering if this wording was intended? 

Basically, is there a way for a decker to take advantage of this to help team mates out (most particularly for being able to lock on targets hidden to normal vision -- but the bonus dice are always nice too).

Pretty much a rigger is someone with a control rig....

Anyone can use an RCC.

I asked that question in the Errata thread.

Basically, no, you don't need an RCC to use it. Any device you can use to form your persona will do. (So comlink, cyberdeck or RCC are fair game)
You just get a dice bonus if you use an RCC to do them.
