Page 285 states cyber eyes basic includes image link, then goes to list the cost of an image link....which is it? Does it come with or not?

It includes it.

There's a price given because you potentially might want to put an image link into your natural eyes.  Note that you pay essence if you're installing cyberware into your body, and you pay capacity if you're installing cyberware inside other cyberware.
RPG mechanics exist to give structure and consistency to the game world, true, but at the end of the day, you’re fighting dragons with algebra and random number generators.

Cybereyes include an image link, but you can also implant an image link as a modifikation to your biological eye/retina. That´s why the different vision enhancements in the table have both an essence cost and capacity costs listed (except the image link, because that one is already included in a full Cybereye system). Same with other ware, like Cyberweapons, Smuggling Compartments etc. You can either implant them in the fleshy bits for the essence costs. or replace the whole limb and use up the Capacity of that "housing" instead.

This part is not explained very well in the current RAW though. Might even be a case for Chandra´s change blindness thread.
