Title: CMP 2010-04 Humanitarian Aid?

So I was just looking through Romeo & Juliet mission, and it says that CMP 2010-04 Humanitarian Aid should be run before R&J, but if I'm not at a convention, where do I get it?

You don't have to run Humanitarian Aid before Romero and Juliet, the connection between the two is minimal so while there will be some minor flavor element if you do (mostly a sense of "not you again") it's hardly necessary.
