What are the rules regarding the Rating on this, (cost i understand).

Rating purely determines how long it lasts, one day per point.

The RFID portion has no specific stats, so it follows the standard rule for Security RFIDs - Signal 1 (40 meters) and cannot be erased.

Other than that, it does exactly what it says. It transmits whatever is being displayed on the screen.
