Only if it gives -8 penalty to all ranged and melee attack pools.

That's actually just an aggregator site, they just link to other people's websites, they don't sell anything themselves.

They exist purely to make money off the advertising banners you see surrounding the product links. Many such sites don't even get permission from the linked sites.
