Title: What Counts Against Processor Limit For Drones?

The chart on 232 SR4A says that Common Use, Hacking, Agent/IC/Pilot, System, Firewall, and Autosofts are all Matrix Programs. I assume the various programs listed in ARS, W!, and SG count, too. But if this is true, then your typical device rating 3 is already near its Processor Limit with just its System and Firewall. do I have this right?

I can't seem to find a specific rule on it going either way, but I've never counted the System or the Firewall against the processor limit. They aren't generally treated like a program by most rules (or by the book layouts), but rather as fundamental Matrix Attributes. I leave the processor limit for programs that can be loaded and unloaded. Since the System and Firewall must absolutely be running, it would make sense that they're already accounted for with regards to processor limits.
