Ok, I am trying to figure this out.  I can't seem to find it, at least not easily, in the books.  When determining maximum dice that can be rolled for attack for ranged and melee as well as defense.  What is the formual to determine this?

Not sure I understand.

Dice pools are normally achieved by:
Attribute(may be augmented) + Skill(may be augmented) ± Modifiers (range, called shot, wounds, etc).
This is "maxed" either by hitting the Augmented Maximum Attributes and Skills, and by creating the best situation as you can to give the best positive modifiers and remove negative ones.

There is also an optional rule for a hard dice cap of 20 on tests.

Yeah, if i understand your question correctly then the answer is that there is no such think, you can roll as many dice as you can get for any of those tests,

Ok, I was told that there is a (Attribute + Skill(s)) x 2 maximum cap on pools.  I was told this by at least two of the people in my group.  I was told that it was located in one of the books, but I cannot seem to find it in any of the books.

This is an optional limit mentioned in page 61 of the Anniversary edition corebook:
"Optionally, gamemasters may choose to cap dice pools (including
modifiers) at 20 dice, or at twice the sum of the character’s natural
Attribute + Skill ratings, whichever is higher."

So unless it's was you GM saying that there's a cap like that, you can disregard it.
