Is this possible and would it need to be rating 5 like the miltech program to work? My knowledge on Technomancers is poor.

Yes it is possible, and yes it has to be at least Rating 5 to work. It isn't cheap as CF. You could also threading it...

In this case you have no choice, and go with it. Or you buy the Restricted Gear Quality for that.

Usually CF are not bound by any Availabilities only buy the Resonance Attribute and the Character Generation limit (Log x 2). But if your GM said so, that's the deal. ;)

Ah i might get to now he knows why i want it. I think he was worried about grenade spam
