Hello All,
Last eve I was asked by a player at the FLGS if the Restricted Gear Pos. Quality out of Run Faster was Missions Legal. My response was that I was not sure and would let them know. I didn't see it addressed in the new FAQ and was hoping for an answer somewhere but haven't found one. My reservations on it are that it allows PCs to throw off the power level in the Missions Publications.

It is presently legal. The only restricted positive qualities at this time are as follows:
Brand Loyalty (p. 127, Run & Gun)
Fame (p. 146, Run Faster)
Friends in High Places (Run Faster, pg 147)
Online Fame (Data Trails, pg. 45)
Trust Fund (p. 151, Run Faster)
It is a strong quality for sure, but can usually be fairly easily regulated. Working around with forbidden weapons and armor is a great way to draw unwanted attention.

It's a pretty steep price for a single piece of gear - it's not a pay once, buy whatever you want quality. If you want multiple pieces of restricted gear, you have to buy the quality for each piece. To be sure, there are some really good options (Pain Editor, anyone?), but other choices one can make that probably aren't worth the karma.
It also helps a bit in balancing the non-Awakened characters. (For example, an adept can start with Improved Reflexes at rating 3, but prior to Restricted Gear, neither of the rating 3 reflex augmentations could be purchased.)

You also have an adept who doesn't understand diminishing returns, so I'm cool with that.

In some ways, like in earlier editions, Restricted Gear can be a trap.
It trades build resources for early access. Ultimately if you would've been able to eventually get the same gear via game play anyway... you paid a significant cost for something temporary.
Depends on what kind of campaign is being run, and the level of access the character would have to get gear in game. In Missions, with the relative ease of gear access, Restricted Gear can be regarded as a waste of resources.

IMO, its value shines at the above 20 availability high rating alphaware. Considering you'll only ever reasonably get a 16 five poll contact and might not have aces to a worthwhile face to buy stuff for you, getting the quality might be better than paying 3x the value of gear over 100k base price.
You can make the same argument for any super high availability/high price item. But availability below 20 and less than 100k, you might be better served waiting, as KarmaInferno suggests.

is the +30% additional overall cost apply at chargen as well? or only at the second and third purchase in game only?

Good question! I haven't seen the 30% applied during chargen in Hero Lab, not sure if it is in Chummer.
Looking at the actual wording, it is unclear. Reading it, I would say only post chargen, but I can see how it might be meant as applied to the whole quality.

Right now, due to some issues that have finally been resolved it looks like, Hero Lab's SR5 data sets only cover:
The Main rulebook (which comes as part of the core Hero Lab cost, if it's your first data set $29.99, otherwise if I remember correctly, a new game license after the first costs $20)
Run & Gun $9.99
Street Grimoire $9.99
Run Faster $9.99 (note that it's not fully implemented yet, such as no alternate character creation options)
Also there are two sourcebook bundle packages at $9.99 each, that cover many of the pdf only supplements (Aetherology, Bullets & Bandages, etc.)

When Chromed Flesh gets added... definitely don't forget Adapsin. By far the single best use of RG for any Chromed character. The "value" of getting it in Chargen is the only thing that makes it worthwhile... getting it after is a joke. I had wished they were going to add a Quality that would let us break the Grade Rule like RG breaks the Availability Rule. Oh well...
