By statements in the missions themselves. Whenever the reward includes a Loyalty bonus, it's always capped at Loyalty 4.Ah, okay, that is what I was wondering, if it was a GM/Scenario limit, IE, something I couldn't see.

I do not recall any 6-Connection contacts in Season 4 or the 2013 CMPs, so unless he's in the 2014 CMPs and people can earn 4 Loyalty with him, a 6/4 contact simply isn't possible. You would have to buy him at 6/1 in chargen, do excessive interaction with him and be granted an extra Loyalty point 3x by your GM which is so unlikely that it's rather past the point of believable.

During runs their intel would be limited of course.
