Title: Drake and Mage or Adept Qualities?

I couldn't find an answer to this by searching.  When a character has both the Drake and Mage qualities does that character get a Magic ratigng of 2 (one for each quality added together) or just a Magic rating of 1?

Every drake begins the game with a Magic attribute of 1.

Since they specifically state "starts with" and "begins the game with", as opposed to something like "gains 1 point in Magic", by the RAW, if you take both, you only have Magic 1 until you buy it up with BP/Karma. As a GM, I might consider giving you Magic 2.
