that makes 11 in total, 2IP

spirit initiative (Fx2)+3:
Sammy:10D6E5 → 2( (3, 3, 3, 2, 4, 3, 6, 2, 5, 4→ 2 successes against 5) )#spirit initiative
That makes 15, 2IP as it has to materialise to affect the car.

EDIT: following Necro's update of the rules (thanks), I've rolled the init of the spirit again and now it's 15 (which is a lot more logical).  The rest stays the same.

Snow has 13 and the spirit 15, so isn't the spirit first?  Not that it really matters, as long as the car is stopped and the spirit can always make sure it stays stopped. :)

I misread what you wrote, I thought you were saying the spirit wouldn't be able to act until the 2nd pass because it had to materialize.

Not a problem for me.  If the spirit stops the car, Snow will try to keep it stopped.
