Ok, as I was considering my options, I realized that Sam had used full defense in the previous round, which should have prevented him from using the commanding voice power (since he should have given up his next complex action). Oops. Since I don't think we want to retcon the stuff that's happened since, I'm just going to do a normal dodge:
Dodge: 5d6.hits(5)=3
Damage Resistance (body 3, Armor Vest 4; no other armor): 7d6.hits(5)=3

No retcon necessary, Sam has had two actions in two rounds, the first round he did a defense, the second he went for commanding voice.  You have the option to abort to a full defense now, it just means that you will not have another action until the fourth round and you will be using a steadily diminishing dice pool against a foe who has multiple passes in a round.  You still have the option since we are waiting for farothel to get back.

Sounds like you had fun.  Yes,you need to roll a defense.  Your target was not affected by your spell and now we are reaching the end of second passes, so the badguys are acting.  The one in the cowboy boots is punching you in the face.

reaction 3 - defaulting 1 =2 (2d6.hits(5)=0)

I'll do the armour roll at the same time (assuming it's the same as before):
body 4 + armour 3 (half impact) + non-conductivity 3 =10 (10d6.hits(5)=6)
