Server Load Times and Gateway Errors

Paper:
Is it normal for the server to have periods where it takes forever to load? For example, over the past hour and a half or so, the pages load super slowly. To post this I had to refresh for 15 minutes to write this, no idea how long it will take to actually get the post through.

I keep getting the same message: a white screen with 504 Gateway Time-out and the text "nginx" underneath. I'm using Chrome. I just want to make sure that it's server-side, rather than my internet or computer dying on me.

Beta:
I get the same occasionally -- while the rest of the time things move along quite nicely.  Which is a change from how it used to be that everything was slow but got there eventually.

Paper:
Yeah, now everything loads immediately, but I truly had a point last night from around 10 PM - 12 AM EST where nothing loaded. Hoping that my case is not an extreme outlier.

I've had this happen a couple of times over the past few weeks.

Seems to happen to me at least once a day.
