I don't think there are any rules for creating programs instead of buying them in 5th.

How might yall house rule this? Would you just use the table from 4th or do something else?

I would start with the rules for creating advanced apps from Data Trails.
For common programs and commlink apps, the timeframe works.
For hacking programs, double the time would be acceptable.
No karma loss but the programs are locked to the device it was written for.
Remember, these programs will be considered illegal, so OS will increase.
