Couple other things I might look at.

Your Burning Karma for Contacts.
Why not Drop 1 Logic for 5 Charisma
Supports the street waif uneducated background more & gives her some more contacts & use in Con/Etq.

I just can't stand having a 1 in a stat and i kinda didn't want her to have too much charisma. She should unsettle you a bit, not make you comfortable. By meeting her, you are put face to face with the cold ugly fact that the society you live in and support creates people like her. Honestly, i had a hard time giving her charisma 4, and only did it for the extra contacts.

The other thing I might do differently is the skills selections.

Automatics is probably the single best "weapon" skill as a "single" skill bar none.
But in your case you have Heavy Weapons for the MMG,  As such, for a 2nd skill, I might put serious thought into Pistols instead of Automatics.
It allows for some better concealment options as well as things like Tasers.

Next is the Influence Group.
As a Street Urchin,  I'm seeing things like Negotiation & Leadership as a bit outside of her "wheelhouse"
That said, the entire "Stealth" group seems like a good set of options for her.

So maybe invest in Stealth-Group-5 & then keep the Etiquette points to "blend"

Well, i'd originally wanted her to be a specialist with heavy weapons, but still versatile with other guns. And yeah, the more i look at it, the less i like the influence group. I just dun feel right, yet.
I need to change somethin up, still.

Finally, and this is just my way of looking at things.  I'd start her out with the Hermes Ikon for Comlink.
Its 1/2 the price of the Transys but only 1 grade lower, and it gives you some actual incentive to one day upgrade to the top end Fairlight that is too high for Chargen.

Not a bad idea, not at all...

I have a hard time visualizing someone with a 6/8 strength even with the body reduced to 3 as tiny.  She is a peak human body builder.  Sure lets call it combat muscle so its not super bulky.  She is still heavily muscled to the point i can't see her as tiny.  Is the extra RC from strength that necessary? If the extra strength came from magic I can see it as not visible.  Maybe a mystake adept with a sustaining focus?  She could have 2/6 strength or maybe even 3/7 and still be tiny.  I suggest mystake adept over pure adept as the addition of sustaining focuses is pretty huge.  But hey that's just me, if your GM is cool with appearance not matching the stats or doesn't see strength as a visible enough trait to move her off tiny that's cool.
Fiction is FULL of people who are way stronger than they look like they should be. I think it'll work out. Maybe "tiny" aint the best word, but definitely small framed at least. Remember Vasquez from Aliens? She wasn't really "tiny" either, but she was still small though well muscled, and she looked even smaller with that giant freakin auto-cannon, y'know?

Been thinkin.

Think this might work better with 2 cyberarms instead of the muscle replacement?

Nope. Cyberarms are way over the budget here.

Yeah, about 3 times the budget, but thematically, it might work out better.

Thematically she's a street urchin, right? It would pretty hard to get two pimped out customized cyberarms for her IMO.

If you feel like it then go ahead. I just think that would be an inferior option for that cost, that's it.

Like I said if you and your GM are cool with it, go for it.  But 6 is outside exceptional attribute as strong as as human can be.  Even if smaller than normal for that strength, they should IMO be ripped.  Not arnold, or the rock but still pretty damn big.  I didn't realize you need a 8 strength to tote a MMG so I can see why that is a goal. I'd still go mystake adept though, 4 strength+sustaining focus 4=8 strength. Throw in enchanting skills and you can character background the focus as something you made yourself.  Magic has the side benefit of being equally available to the downtrodden, so even a street kid can awaken.  Street kid dropping 150K on cyber is possible from the one big score, type backgrounds but magic is easier to justify. Cyberarms as you seem to be leaning is also an option, but see if your DM will let you enhance existing limbs without needing to replace them otherwise if you ever need to upgrade the agility or to add a gyro-limb when you get the cash you just aren't tossing all that starting nuyen.

I wonder if it might be easier to create this concept as a Human-PhysAdept.  (Newt grown up Anyone ?)

Magic-C
Cash-D
Human-E

You get an extra Edge, 5 Power Points, 2 Skill Points, full Essence, and essentially all at the cost of 2 Charisma.

5 PP gets you
Reflexes-1 v/s Wired-1   (Same Effect)
STR+2 v/s Muscle-2   (Same Effect)
Agility Boost-2 v/s Muscle-2 & Elf.  (Minor Loss here)

And you still have 1 more full PP to spend on things like ......... Combat Reflexes, Pain Resistance, Improved Skill, Improved Accuracy, More Agi Boost, Senses, etc etc.

Take a Mentor Spirit & pick up some dice & extra PP abilities........ Shark - Killing Hands & Unarmed Combat, win win there.
Rat, Eagle, Wolf, Wise Warrior, Dragon Slayer...... any of those also add nicely to this street urchin concept.
And then you don't have to explain where all the cyber cash came from.

Heck, if you really wanted to, you could take STR-Boost-1 (or more) and have her only be able to tote the MMG while she is boosting, which I think will make for a VERY interesting concept IMHO & give you points back to use elsewhere.
