Y'know, control actions might be the most disturbing way to accomplish the remote grope because it actually would be making someone else do it... for the subway wizard that just likes to watch strangers get felt up it makes the perfect spell.

Most places, yes. The typical clauses from most laws these days would be "sexual intrusion" and "without consent".

Especially so, as the average person has ZERO defense against it.
