Working another concept,
I liked it enough to bring to the group for early consultation before I committed to mathematics.

Cybered, 4 limbs, either partial or full, uncertain.
all 4 limbs have Telescoping 2.
His hands have several syringe fingers.
He also has Monkey feet.
Extremely agile, perhaps even exceptional attribute agile.
I was thinking a stealthy, hide in shadows, infiltrator type that fights like Dhalsim, but instead of punching, he injects.

Any suggestions on "Must haves" for such a character?

I'd also recommend points in Gymnastics so you'll have an easier time pulling yourself up walls. Also, as a less expensive way of fighting, especially against someone with auto-injectors or chemical protection, how about a shock hand/foot?

I made some changes to fit in a shock hand.  I tried to give him two but Chummer wasn't havin' it.
