Bad streets doesn't mean you can't drive, it just means you want an off-road vehicle and will need to make vehicle tests.

If I recall feral cities correctly, large parts of Chicago are impassible to vehicles, due to large amounts of debris and old rusted cars and busses on the roads.  Of course near the edges where things are cleared you have indeed just bad streets and with the correct vehicle you can go there.  But in the city center I wouldn't try.  Of course, I would advise against going to the city center of Chicago in the first place.

I've been there (in October , Saigon & Hanoi)
They're NOT driving Harleys !.
ist mostly Scooters or small ,cheap offroad Bikes, and surely no Harleys or other heavy Bikes
