What are the skills and non advanced programs that is required for an AI drone rigger?

Well that depends on how you want to go about creating it. AIs with Pilot Origins can use Autosofts in place of Skills.  You could have Gunnery or a Weapon Targeting Autosoft. Pilot [Vehical] or a Maneuver Autosoft would be used for getting around and such.
