I can't seem to find it in the rulebook. How do you setup example (English  Native language with cityspeak lingo) what is the dice pool for cityspeak? All the archtypes in the book take English as a secondary language and then specialize.

There is no dice pool.  You're able to speak it with your native accent, and if you specialize, a second accent like a native as well.

For example, a Texan will have the infamous Texas Drawl, but if he takes Seattle Cityspeak, he can sound like a West Coaster as well (And also know a few tidbits of Japanese, Chinese, and other Oriental languages.).
