Intimidation - The social skill that doesn't follow the rules?

So, if you have read the example of using the intimidate skill in the social skills section you will notice that modifiers that are general for all social skills are ignored on the intimidate check, but are present for the con check. What gives? Does intimidate not use the standard modifiers for social skills? If so, how does the penalty for prejudiced interact with this skill (does hating orcs make me less scary to an orc)? What are your thoughts?
