Any Metroplex worth hanging out in has enough lights around to target someone in "Full Darkness" with Agility.  You can see them as a shadow outline, so long as you are pretty sure he's a bad guy you can shoot him with Agility.  "Total Darkness" should only happen indoors with no visible light sources and no windows as far as I'm concerned.  Blind Fire comes in to play in those situations where not even an outline of your target is visible.

The rule spans the weapon range table, so unless you are reading the book cover to cover it's easy to miss the INT part.
