Dual natured creatures are active on both the Astral plane and physical plane (SR4A, pg. 294, Dual Natured) and, therefore, can use spells against valid astral or physical targets or targeted by anyone active in either plane with the requisite LOS or touch for the spell.
They are, essentially, treated as astrally perceiving mages.
