The cost to initiate is equal to 10 + (Grade x 3) in Karma points. Characters who wish to initaite must pay that cost in order to achieve their new grade.

Is that "Grade" in the equation the mage's current grade, or their desired grade?

I realize this is liable to be opinions, not RAW. If you do have a RAW answer, please, quote book and page number.

you might be reading to much into this. If your trying to increase your rank then it seems obvious your paying for the next level.

Gives you base costs of

1 = 13
2 = 16
3 = 19
4 = 22

You can reduce these costs by doing a few things I would suggest looking into Street Magic for those

RAW answer: Its desired gradex3 + 10.

As there is no grade-zero-initiate, it must be the new grade. Btw, afaik it is always so in SR, that costs by grade are calculated from the grade you want..
