Depends on your character and team composition.  But, some of my favorites are:

In Training: +1 Starting Card (Helps kill early obstacles quickly.)
Cigar Money: +1 Nuyen (First purchase has more power.)
Shopping Agent: Extra Black Market Card (Helpful at all stages.)
