In the new chase rule, it states that

So, what is a rigger? The one with control rig? But I really that statement was removed in the third errata.

They're definitely referring to the edge bonus you get with the VCR.  I don't like when they use the word "rigger" in place of that piece of gear, but they are referring to the VCR.

While not explicitly stated, to be a rigger you have to have a Control Rig ... anything else would just be a driver/pilot.

So yes any rule referencing a rigger is connected to the control rig implant.

Or you need technomancer version of the control rig.
