Is it possible for a cybered mage with a damaged essence to become an initiate?

If so, does that allow them to increase their magic above their essence?  3 essence, 4 magic rating because initiated?

Max magic is Essence rounded down plus Initiation Rating. And yes essence loss does not prevent you from initiating, after which you can indeed pay 20 karma to raise Magic from 3 to 4. Just remember that if you ware more later you lose both current and max magic iirc.
