You can't be incompetent in Etiquette. In SR5, the Incompetent quality applies to a skill group. You'd have to be Incompetent in Influence, and that means your character would also be terrible at leadership (and be easy to boss around) and negotiation (would get suckered by a used car salesman easy). I don't think that quite fits with the character you're crafting here, so I'd recommend scrounging up 5 karma another way.
