Usually they are the Big Bad GM-Guys that scares the sh*t out of your PC (and their players), they are listed with unlimited resources so they are at least Superior (PR-Rating), their description implies Superhuman Rating. And since War! roled the dice new, with unlimited access to Matrix Equitment they are really Gods in the Matrix!
Think Rating 10 Hardware and Software and every kind of improving that someone can buy with money from Genetics to Magic.
I never had to use them but they're out there and if a PC don't behave they will could come and get him...

Maybe, but that is stuff for Street Legends...

And not for long I guess, the Big Guys have a Reputation to loose... so they are sore losers! The best a character in that situation can happen, that they hire him in some way.
But IMO that would be the end of a PC and the beginning of a new NPC!

Or a crazy ass setting for a campaign!

For Power Level: High campaign maybe, but that region is on the edge of the systems rules, and sooner or later you end up in your own game setting that hasn't got anything to do with shadowrunning at all.
