Outside of combat, is there a cap to amount of edge that can be earned per action? Page 45 only mentions limit of 2 per combat round, implying outside of combat, there is no edge gain cap.

If the scene is not using combat rounds, then the limit of 2 per combat round is obviously irrelevant :)

What SSDR said (there is no combat turn limitation in a scene that doesn't use combat turns).
Having said that, note that after the situation/confrontation all current Edge points over your Edge attribute rating will be removed. You will never have more current Edge points to spend than your Edge attribute rating when you walk into a new situation/confrontation.
Also note that if your current Edge points are less than your Edge attribute rating then you will stay at the lower level. If you want more current Edge points before you walk into a new situation/confrontation then you first have to earn them.
